RMS/NMS defeats

As per Noel's updated "ISAC RMS User's Guide", there are only three instances when RMS's can be defeated (this includes changing the setpoint) by ISAC Ops without seeking approval first":

  1. During target module move in the Target Hall.
  2. When RMS failure in an active area prevents beam delivery.
  3. Failure of RMS during shutdown or maintenance (no beam) periods.

ALWAYS inform Safety about implemented defeats (yes, one way is the e-fault system).

Defeating an RMS/NMS for reasons otehr than the ones enumerated above requires approval from Safety - John Drozdoff/Noel Giffin.
