IOC Reboots cautions

When rebooting an IOC (by VME power off), Faraday Cups on that IOC will fail to the OUT position. This means, if there are no other FCs in, beam will just go through.
The only FCs that fail IN at IOC reboots are the safety cups (ITW:FC5, ITE:FC7, IMS:FC3, IOS:FC3, IOS:FC6).
Recommandation:
Always put a safety Faraday Cup IN prior to an IOC reboot.
